Fund raising by nonschool agencies or for nonschool activities will only be permitted with prior approval of the superintendent and/or principal.
Demonstrations of services or materials and canvassing of students for the purpose of selling products or services shall not be permitted on school premises, unless authorized by the superintendent and/or principal.
Nondistrict organizations or individuals may not solicit funds or sell tickets without first securing permission through the superintendent and/or principal.
Solicitation and sale of travel services to students may be permitted with approval of the superintendent. This rule applies to sales on school property, at activities under the jurisdiction of the district and at interscholastic activities administered by a voluntary organization approved by the State Board of Education (i.e., Oregon School Activities Association).
1. This includes sale of services to students by any person or group that sells, provides, furnishes, contracts for, arranges or advertises travel services.
2. Sellers of travel services must meet the following standards upon request by the superintendent:
a. Belong to an association of sellers of travel certified by the director of the Department of Consumer and Business Services;
b. Provide proof of errors and omissions insurance and liability insurance if the travel package includes supervision or guide services;
c. Provide proof of a client trust account or performance bond;
d. Submit references from sources acceptable to the district;
e. Include in all information provided to students and parents a statement that unlawful drug, alcohol and tobacco use will be prohibited;
f. Include in all information provided to students and parents a statement that the activity is a nonschool-sponsored event.
3. Solicitation and sale of travel services should not occur during classroom time, nor interfere with the educational process.
The Board forbids canvassing or selling on school premises without the prior consent of the district administration. Any sales representatives making casual calls to a principal or staff member should be courteously turned away.
Calls by sales representatives in connection with possible purchases within the building authority are subject to the control of principals and are permissible.
The district purchasing agent or a building principal may authorize demonstrations of equipment. Building principals allowing a demonstration should inform the district purchasing agent before the demonstration takes place.
Sales representatives are not permitted to call on teachers or other school staff members without authorization from the school administration.
School principals may give permission to sales representatives of educational products to see members of the school staff at times that will not interfere with the educational program and when the product being reviewed has a direct correlation to building and/or district goals.
