Community Use of District Facilities
1. The Board recognizes that school facilities and grounds are provided primarily for the educational and related extra-curricular programs of the district. The Board authorizes use of school premises by approved community groups and/or individuals for acceptable and legal purposes in accordance with ORS 332.172 when the group and/or individual agree to follow all district rules and procedures governing use of district facilities and grounds. Community use of District facilities should not create a negative fiscal impact on the District.
The Board authorizes the district administration to develop and administer rules and procedures for use of district facilities and grounds including a fee schedule.
Approval of the use of district property for non-school use shall not constitute endorsement or approval of the group and/or individuals sponsoring the activity.
2. District facilities and/or grounds shall be made available for use by community groups only when such use does not conflict or interfere with regular school functions. The judgment of the administration will be relied upon in determining conflicts.
3. Special classrooms and facilities will be open to community groups on a limited basis. Groups who wish to use these facilities but do not have a trained individual may be required to have a district employee available to facilitate the use of district equipment with the cost of such individual being the user’s responsibility.
4. The Board hereby authorizes the administration to establish rules and procedures for public use of the Madras High Adventure Course. At a minimum, the rules will include staffing levels, hours of operation, liability release forms, and a fee structure.
5. School buildings are
available on Sundays until 1:00 p.m. or by consideration of the superintendent or designee. District premises shall be vacated no later than 10:30 p.m. unless specifically exempted by the administration prior to the event.
6. A criminal background check shall be required of volunteers assisting or coaching (Class A).
7. School facilities will be closed to building use during regularly scheduled breaks, holidays and portions of the summer to allow time for maintenance, repairs, and safety inspections. When maintenance and custodial schedules permit, an exception may be allowed for building use through the school district office.
