Admissions

All persons seeking admission to the district must satisfactorily meet all academic, age, immunization, tuition and other eligibility prerequisites for admission as set forth in state and federal law, Board policy and administrative regulations. All candidates for admission will be informed of admission requirements.

Resident Admission

Proof-of-age, residency and required immunization is required for all students not previously enrolled in the district to complete enrollment. New students will normally be admitted to class within one school day of enrollment.

The Board shall admit free of charge to Jefferson County School District 509-J schools all persons between ages of 5 and 19 who reside within the district. A student entering school for the first time shall be deemed to be five years of age if his/her fifth birthday occurs on or before September 1 of the current school year.

Students located in the district shall not be excluded from admission solely because the student does not have a fixed place of residence or solely because the student is not under supervision of a parent.

Students located in the district shall not be excluded from admission where they are otherwise eligible, and not yet attained the age of 19 prior to the beginning of the current school year.

The district may admit an otherwise eligible person who is not receiving special education and who has not yet attained 21 years of age prior to the beginning of the current school year if the person is shown to be in need of additional education in order to receive a diploma.

 

Non-resident Admission

For any students who are not entitled by State residency law to attend, the Board may authorize the enrollment of non-resident pupils and directs the administration to develop rules and procedures for the collection of costs from parents or another agency.

1. Charges to Individuals Parents or Other Agencies:

Charges shall be based on the prior year's actual costs for elementary or secondary students.

Any refund the district received for the prior year's expenses, providing it can be demonstrated that the student's attendance contributed to the refund will be deducted on a pro-rata basis.

The district shall protect its right to recover from parents, agencies or others any amount by which the individualized cost of education for a particular student exceeds the district's costs as defined.

2. Intergovernmental Agreements between Public School Districts:

Transfer Students Between Districts – the superintendent may authorize enrollment of nonresident students and may approve the enrollment of students in the other districts. This authorization shall be by written agreement between the participating districts and the parents.

The superintendent will consider the availability of student services and any special family circumstances in determining whether or not to grant interdistrict transfers and strive to maintain a 1:1 ratio between Jefferson County School District 509-J and each participating school district.

3. The following rules will govern interdistrict agreements regarding nonresident pupils:

a. The resident district will not claim the State School Fund Grant and will allow the attending district to claim the State School Fund Grant for the transfer student;

b. The resident district is not responsible for transportation;

c. The district shall protect its right to recover from resident district any amount by which the individualized cost of education for a particular student exceeds the district's costs;

d. Parents of potential transfer students must have approval of both resident and attending school boards;

e. Students transferring under this policy may not be eligible under OSAA rules for athletics or other OSAA activities;

f. Admissions under this policy are for the current school year only. Parents of non-resident students shall make written re-application to the superintendent prior to the start of the next school year;

g. The superintendent may refer special or unusual requests to the Board for final determination.

Kindergarten Admission and Screening

All resident students whose fifth birthday occurs on or before September 1st, shall be admitted free of charge to the non-compulsory kindergarten. Proof-of-age, residency and required immunizations must be provided to complete enrollment.
