To guide the athletics program and implement Board policy, the rules and regulations are as follows:
1. Student athletes shall be allowed to participate on the basis of their physical condition, desire, eligibility, and acceptance of the athletics code.
2. Qualified personnel shall be provided for coaching instruction. Selection of coaches will be done according to district personnel policies under the direction of the superintendent with recommendations from the principal, athletics/activities coordinator, and/or middle school athletics coordinator. Coaches will be paid according to the provisions of the salary agreement in force between the Board and the teachers' bargaining representative. Nominal gifts or tokens of appreciation may be accepted by coaches if the monetary value does not exceed $100 dollars. All other forms of remuneration to coaches are prohibited.
3. The athletics program is defined as extra-curricular and comes under the authority of the principal to the same degree as the regular school program. The athletics/activities coordinator will assume responsibility for administration of the high school athletics program.
4. Madras High School is a member of the Oregon School Activities Association and will adhere firmly to OSAA rules. In the event of a conflict between OSAA rules and district or building policies, the higher standard shall apply.
5. Expenditures and revenue related to the athletics program are incorporated as part of the district general fund. The athletics/activities coordinator and middle school athletics coordinator will prepare budget requests annually to cover the supplies, equipment, travel expenses, and fees at the direction of the superintendent. No expenditures for the athletics program may be made in excess of the district budgeted amount without Board approval unless specifically allowed by policy.
6. The athletics program shall be subject to administrative approval including membership in leagues, rules for student participation, participation in play-offs and/or tournaments, scheduling of contests, and establishment of out of season camps.
7. The district shall not provide insurance for participants in any district athletics programs.
8. Coaches must adhere to the regular school program policies, rules and regulations as adopted by the Board and administration including scheduling, expenditures, health and safety procedures, and must afford due process to students in the administration of athletic code rules. All decisions which may have an adverse effect on an individual athlete may be appealed to the administration.
9. The district will provide sports only when qualified coaches are available, and when the district has adequate, safe facilities for proper conduct of the sport.
10. Participation in athletics events not scheduled during the normal season will be approved only when:
a. The program or event complies with OSAA requirements and adheres to the purposes of athletics as outlined by the Board;
b. The athletics/activities coordinator, principal, and regular head coach of the sport in season agree that the program or event is not detrimental to the student athlete or the regular season sport;
c. The program or event does not require district funding or when advance arrangements for financial support have been made using appropriate administrative channels.
11. Admission charges to varsity contests will be determined by the Board and placed in the fiscal section of Board policy.
12. Evaluation of coaching is the responsibility of the principal, athletics/activities coordinator, and/or middle school athletics coordinator. Criteria shall include but not be limited to the following:
a. Adherence to Board policy on athletics;
b. Influence on student athletes' achievement of skills, attitudes, and performance as a team member;
c. Knowledge of fundamentals of the sport being coached;
d. Fulfillment of coaching duties.
13. No student athlete may begin practice for any sport until the athlete has been examined by a physician and pronounced physically fit and has obtained and filed written consent to participate from the parent/guardian
