The district believes that individual students may benefit from activities and athletics through the opportunity to participate in a safe, controlled, learning environment. The district will support activities and athletic competition equally for boys and girls to provide a chance to learn skills in team cooperation, to develop personal self-control and sportsmanship, to gain wholesome social experience, and to develop skills. Because activities and athletics are both educational and recreational, the programs should encourage participation by as many students as possible. The programs must be guided in the best interest of the students without undue interference from outside influences. While well-organized, energetic activities and athletics programs can be a potent morale factor among students and community, the district believes that emphasis on competition should not be allowed to be detrimental to student health, safety and social attitudes.
Varsity teams shall be encouraged to compete vigorously within the limits of student athlete abilities, availability of facilities, and coaching experience. Teams below varsity level shall emphasize student participation, acquisition of athletic skills, and development of competitive experience.
The district will provide interscholastic competition in sports in which a majority of the Oregon School Activities Association, District 5a-6* member schools participate. Additional sports may be provided where exceptional student demand and community interest exists.
The Board believes in the total development of students. Because the use of alcohol, tobacco or drugs affects student performance in and out of school, specific rules and procedures should be applied. Although the primary responsibility for treatment of chemical abuse rests with the student and his/her parents/guardians, the school will initiate programs and procedures to facilitate and encourage prevention, intervention, and treatment of this disease.
The district recognizes the many personal growth opportunities that come from active participation in the clubs of the schools. The district encourages students to take part in curricular, co-curricular, and extra-curricular activities.
Definitions:
1. Curricular activities are those that extend directly from the existing curriculum and are required of all students in a given subject. Example: the entire advanced algebra class visits an institution to observe and learn about a set of computers.
2. Co-curricular activities are those that are outgrowths of the existing curriculum. Examples: Pep Band and Swing Choir, are activities that grow out of the Advanced Band and the A Cappella Choir but do not take class time and require membership in the class first.
3. Extra-curricular activities are those that relate in most cases to a curricular area, but less formally. Examples: school clubs (although the degree of relationship varies).
District Responsibilities/Supervision and Support
1. Curricular activities that are budgeted and approved shall be supported by the district as any educational activity. They may expect the staff member(s) involved to supervise as if the activity were in the school building. Transportation be provided, if available. Should there be a requirement for meals and/or lodging, the expense will be borne by the student.
2. Co-curricular activities that are budgeted and approved may be supported by the district as any educational activity. Staff member(s) may be assigned to supervise with full authority and responsibility as if the activity were in the school building. Transportation, meals and lodging may be provided on an individual request basis within the State of Oregon upon approval of the building principal and the district superintendent.
3. Extra-curricular activities (clubs) shall plan their yearly activities to include: specific goals for the year, a budget which indicates forms of anticipated income, planned expenditures, major activity trips, and a current constitution and list of members/officers. They shall seek financial support of the student council which will have authority to disburse its funds to clubs as authorized by district policy, rules and procedures and the building principal. The district may support clubs with transportation within the state of Oregon, if available and approved by the principal and superintendent. The district will not finance club or club members in out-of-state travel.
4. When students have qualified for and are approved to attend national level approved activity meeting or contests, the district may provide for actual expenses of an advisor or advisors as approved by the superintendent, in advance.
