The following continuing professional development (CPD) rules apply to all probationary licensed staff members who hold basic, standard or continuing licenses. Contract teachers holding one of these three licenses may elect to participate or to pursue an individual plan after selecting a CPD advisor in collaboration with their supervisor.
The district shall identify educational goals for students.
CPD activities shall relate directly to identified student instructional needs and the district's educational goals.
All participating employees shall maintain active individual CPD plans. An employee may modify the plan at any time with approval of his/her supervisor.
1. Plans shall be designed to assist the educator to: achieve district, state, and national standards; keep current with the development and use of best practices; and develop ways to enhance learning for a diverse student body.
2. Individual Plans.
Each CPD plan shall identify activities and experiences that address one or more of the following professional growth domains:
a. Content of the subject matter or specialty area directly related to the employee's current assignment or to responsibilities he/she reasonably expects to be assigned;
b. Strategies for assessment of student performance in achieving district goals or in applying assessment results to Improve instruction;
c. Methods of effective teaching, classroom management, counseling, supervision, leadership, and curriculum development;
d. Understanding diversity in ability, learning style, learning strategy, economic backgrounds, and ethnicity as a means to promote high achievement for all students;
e. Knowledge of state and national educational priorities and the application of that knowledge to promote student achievement;
f. Competence in the use of technology and its application to the staff member's assignment.
Plans must also include the following:
a. Identified goals to be achieved through the plan;
b. Proposed activities and experiences to meet the goals;
c. List of completed activities related to the domain and number of professional development units earned;
d. Employee's reflection on the completed plan and its relationship to student learning and modifications of the employee's performance;
e. Resources to be used to complete the plan;
f. Supervisor's signature indicating approval of the proposed plan and verification of plan completion.
Timelines
Employees should plan to earn approximately 25 CPD units annually. Starting in 2006, 125 Professional Development Units will be required to renew a standard or continuing license and 75 Professional Development Units will be required to renew a Basic License. This may vary as circumstances warrant.
1. Plans should be proposed and reviewed annually during September and October. Revisions may be made anytime as agreed by the educator and supervisor.
2. Plans should be updated and activities documented by June 1.
3. Upon completion plans are to be retained by both the supervisor and educator and a new plan developed.
4. If 25 units are not completed in a year, the unfinished portion may be included in the next year's plan.
District Directed and Approved Activities
1. The district will periodically offer workshops which will allow individuals to earn professional development units and educators will occasionally earn units while on approved professional leave. Many units, however, will of necessity be earned outside the district and be paid for entirely by the educator.
2. The responsibility for completing a plan and meeting licensure requirements rests with the employee.
3. Both the employee and the supervisor will keep copies of the plan. The district copy will be retained until a new license is issued or the employee terminates employment whichever comes first. Supervisors will verify CPD activities upon receiving evidence of completion.
4. Employees are responsible for presenting a completed professional development plan to the superintendent when requesting submission of the Professional Educational Experience Report (PEER) to the Oregon Teacher Standards and Practices Commission.
