GCL(1)-AR - Staff Development


Staff development authorized by the Board, shall be planned and presented from two foundations:

1. A Staff Development Committee; and

2. The Administrative Council.

Staff Development Committee Responsibility:

1. The Staff Development Committee shall develop a three-year plan to assist the Administrative Council in planning teacher in-service activities and events based upon the results of the district and building needs assessments and other data.

2. The Staff Development Committee shall make recommendations to the Administrative Council regarding faculty identified professional development needs.

3. The Staff Development Committee shall be comprised of one representative from each school and a representative from special education, English as a second language, and federal programs, and chaired jointly by the personnel director and curriculum director.

4. The building principals and federal program directors shall select teachers to serve on the committee and invite their volunteer participation. Teachers shall be selected by September 30 of each year.

Administrative Council Responsibility:

1. The Administrative Council will develop professional development plans based on the staff development committee recommendations, building and district needs assessments, assessment of programs, developments in educational research, and Board goals.

2. The Administrative Council, under the leadership of the curriculum director, will determine staff development goals annually as part of the annual district goals.

3. The district will develop a yearly calendar that will emphasize inservice activities, workshops, and programs that fulfill the annual staff development goals.

4. The personnel director will identify teachers not meeting highly qualified license status as deemed by the No Child Left Behind Act and monitor proper assignment toward achieving highly qualified status. Title II-A revenue will be used to support teachers in achieving highly qualified status. (See NCLB I-A, Sec 1119)

Procedures to Determine Distribution of Title II-A Funds Allocated for Reimbursement for High Qualified Status

1. Prior to taking classes or tests, the district employee will complete the district's "Highly Qualified Licensure Plan" form.

2. The employee shall submit the plan and meet with the personnel director for approval of their individual "Plan."

3. After the class and/or test is completed, the employee will submit the district Title II-A Tuition Reimbursement form, together with copies of grade reports or test results, for tuition reimbursement of Title IIA-qualified classes or tests.

4. Funds will be approved for reimbursement to the employee only with proof of passing tests results and course grades.

5. Funds will be distributed on a first come, first paid basis until the Title II-A yearly cap of funding is expended.
