The Board recognizes the need to establish a continuing professional development program for all licensed staff members. Individual continuing professional development plans (CPD) shall be based on the district mission and Board goals; enhance professional performance; promote student achievement; and assist educators in meeting the requirements for license renewal as identified in OAR Chapter 584, Division 090.
CPD plans shall be developed collaboratively by the probation teacher and his/her supervisor. The primary purpose of activities should be increased student achievement through the enhancement of the educator's professional skills. Activities may relate to current or future assignments as determined by the district. College courses, workshops, conferences, and curriculum development projects are examples of appropriate CPD activities. A Professional Development Unit equates to one clock hour per unit. One quarter hour of college or university credit equals 20 Professional Development Units. One semester hour of college or university credit equals 30 Professional Development Units. Contract teachers may elect to participate under this policy or they may elect to pursue an individual plan and, in collaboration with their supervisor, select another CPD advisor.
Requests for paid release time from regular duties may be approved by the supervisor for activities which are part of the CPD plan providing that a written report is submitted following those activities. Such reports will be filed with the CPD program as evidence of partial completion. Travel expenses, including substitute costs, will not normally be incurred for activities which are not part of an individual's CPD program.
The superintendent is directed to develop administrative rules for the implementation of this policy.
