GB - Duties and Responsibilities of Personnel

Duties and Responsibilities of Personnel

1. Both licensed and classified personnel shall be directly responsible to the administrator or the supervisor of the school or department to which they are assigned. All personnel shall perform the responsibilities assigned under the appropriate job description and as additionally assigned by their immediate supervisor. All employees shall perform their job duties in accordance with district policies and regulations and the regulations and standard operating procedures and directions of the supervisor of the school or department to which they are assigned. All departures from the regular duties and responsibilities of personnel will be under the direction of the immediate supervisor of the school or department to which they are assigned.

2. As public employees of the District, all employees represent the District and all are responsible to act in such a manner, both on and off the job, that they will serve as appropriate role models for students and not discredit the District in the eyes of parents, student, and patrons. All employees, whether licensed or not, shall comply with the ethical standards set forth by TSPC in OAR 584-20-0035 to 0040 and the ethical standards for public employees found in ORS Chapter 244 and Board Policy GDDA-AR(2)

It is the employee’s responsibility to immediately inform their supervisor and the superintendent or designee of any arrest or violations of this policy. Any employee who is uncertain about the District’s expectations regarding employee conduct on or off the job shall contact their supervisor, or, if desired, the Superintendent or designee for clarification.

3. District policies and regulations and any other written regulations and standard operating procedures shall be available to all district personnel on the District website and at the District Office. Administrators and supervisors shall advise employees under their supervision of pertinent Board policies and regulations, as needed, but it shall be the employee's responsibility to know and comply with relevant policies, whether specifically discussed with them or not.

4. All District employees are responsible for the health and safety of students and fellow employees and for the safeguarding of District property and shall at all times follow procedures outlined in the District Emergency Response Guide. All employees are required to report to their immediate supervisor any condition or information that indicates a threat to the safety or welfare of students or other staff or the public.

5. All school employees are responsible for the control and supervision of all students who are involved in school or school functions. Teachers are directly responsible for proper control and supervision of pupils within the classroom, the school building or at any authorized function of the school. Classified personnel shall be responsible for such control and supervision of students as may be required by the job description or assigned to them by the Superintendent or building principal or designee.

6. No employee shall solicit pupils of the District in the building to which that employee is assigned, nor to the parents of such students, for the purpose of selling or promoting sales of any goods, commodities, or services from which the employee or members of the employee’s immediate family may or will derive financial benefits.

7. No employee shall furnish any list of names of pupils, employees or patrons involved with the school to any individual, group or company without the advance approval of the Superintendent. All employees shall release information gained as a result of their District employment only in keeping with applicable laws and policies on student and employee records.

8. No employee shall distribute any non-school-related materials to students without the advance approval of the principal, who shall follow guidelines set forth by the Superintendent governing such materials. No employee shall distribute any materials that are not related to the performance of the job to fellow employees in any manner that could interfere with the performance of their job or disrupt the operation of the school. Personal communication and sharing of materials on personal topics with fellow employees should occur outside of work hours.

9. No employee shall purchase materials on behalf of the District without approval from the Chief Financial Officer except in the case of emergency that would endanger the safe and economical operation of the school facility. In the event of such emergency, a necessary purchase may be made, and a purchase order presented for processing as soon as possible.

10. No employee shall visit with salesmen or other persons concerning personal business during working hours. Employees shall not bring their children or other children with them to remain in the building or under their care during the hours of District employment.

11. All employees shall safeguard and protect the properties of the District. Doors and windows shall be properly secured before leaving any District building at any time outside of regular business hours. Money and other valuables shall not be left in the building.

12. Regular staff attendance is vital for the district in order to maintain educational continuity and a productive work environment. The Board directs the superintendent to develop administrative rules to promote regular attendance on the part of all employees. See GB-AR(1) and GB-AR (5)

All personnel will maintain regular attendance (missing no more than one day per month worked, on the average, due to sickness and using no more than the other leave days, if any, provided in an employment agreement, except in the case of days missed due to disabilities or serious medical conditions documented by health care professionals.

All employees shall arrive at work promptly at the assigned time, fit for duty, and adhere to assigned break, meal, and departure times.

13. The orientation of new employees shall be the direct responsibility of the superintendent or designee and the building principals, and shall be planned and implemented by them or under their supervision.
