Use of Private Vehicles for District Business
Privately-owned vehicles may be authorized and assigned to transport students when approved by the superintendent or designee.
When so assigned and utilized, each vehicle must meet the requirements of OAR 581-053-0002 through OAR 581-053-0527 as regular transportation vehicles. As such, they must be equipped with:
1. An approved 24-unit first aid kit;
2. An approved 5-pound fire extinguisher;
3. Approved seat belts for all seating positions;
4. D.M.V. approved, triangular, disabled-vehicle road reflectors.
The specified vehicle assigned must receive an annual O.D.E. certification inspection from the District's Transportation Department and correct all identified deficiencies prior to transporting students.
The District's Transportation Department will add the specified driver's name to the annual activity driver list and submit the list to the O.D.E. Upon evidence of a satisfactory criminal background check, the specified must receive training in: emergency procedures and evacuation:
1. Emergency procedures and evacuation;
2. O.D.E. driving limitations and district policies concerning students transportation as prescribed in OAR 581-053-0545; and
3. First Aid instruction and must maintain a valid First Aid card.
Other requirements include:
1. The driver must pass written and practical driving examinations, Type 10/20 training.
2. The driver must comply with district random drug and alcohol testing.
3. The driver must not allow animals in the vehicle while transporting students, with the exception of guide/assistance dogs;
4. The driver must not allow any signs to be affixed anywhere on the vehicle which would identify the vehicle as representing the district, another agency, or business activity;
5. The driver must provide proof of current vehicle registration, as well as proof of insurance;
6. Tobacco use will not be permitted in the vehicle while students are present;
7. The vehicle owner must present proof of insurance as required by the state of Oregon to the District's Transportation Department for the specific vehicle approved for transporting.
